Philip Owen is a head of unit in the European Commission’s Directorate General for Climate Action which he joined in 2010. He is currently responsible for climate finance issues, integrating climate action into the Commission's spending as well as dealing with the Montreal Protocol on ozone depleting substances. He joined the European Commission in 1990, held posts in DG Competition and DG Regional Policy and worked in DG Environment from 2002 to 2010. He previously spent 12 years with KPMG in the private sector.
