Aligning local renovation strategies with national policies: a Multi-Level Renovation Impact Framework
BUILD UPON2 is working with local, national and European stakeholders to create a Multi-Level Renovation Impact Framework to facilitate the (pending) relevant activity of monitoring and reporting the positive effects of building renovation and the diverse benefits that it can bring, under environmental, social and economic categories.
The focus is placed on the municipal level to ensure alignment with national and European policies and to present the Framework as a potential blueprint for EPBD implementation. This local approach also allows us to overcome the lack of administrative capacity and adequate tools for this purpose. The draft version of the Framework is being tested in 8 pilot cities and the results will be used to refine it, propose policy recommendations and create guidelines to integrate it into Sustainable Energy Actions Plans (SECAPs).
